On the afternoon of October 18, 2023, Vice President Han Zheng attended the third Belt and Road Forum for International Cooperation High-level Forum on Green Development and delivered remarks.

In his remarks, Han Zheng said that President Xi Jinping delivered an important keynote speech at the opening ceremony of the third Belt and Road Forum for International Cooperation, comprehensively reviewing and summarizing the glorious achievements and successful experience of Belt and Road cooperation in the past 10 years, and systematically expounding the ideas and suggestions for high-quality Belt and Road cooperation in the next stage, and all parties had more aspirations and expectations for the bright future of Belt and Road cooperation.

Han Zheng said that promoting the building of the Green Silk Road is an important measure to promote the green and low-carbon development of developing countries and jointly build a clean and beautiful world. Guided by the concept of green development, the participating countries have learned from each other, cooperated hand in hand, had extensive and in-depth communication and exchanges, achieved remarkable results in practical cooperation, and achieved fruitful outcomes in promoting the building of the Green Silk Road. China has accelerated the green transformation of its energy structure, continuously improved the quality of the ecological environment, actively participated in and led global environmental governance, and made contribution to jointly building a community of life for man and nature and promoting global sustainable development. At present, in response to the increasing challenges of global climate change, it is even more necessary for all countries to join hands, paint a picture of beauty shared by all with ecological beauty, and jointly create a beautiful home for humanity through cooperation.

Han Zheng emphasized that all parties involved need to further expand the circle of friends for green development, increase support for platforms such as the BRI International Green Development Coalition, implement the Beijing Initiative for Belt and Road Green Development, and gather joint efforts of the government, enterprises and the public to promote green development. All parties involved need to further enhance the supporting capacity of green development, establish a partnership of investment and financing cooperation for green development, promote the effective implementation of major cooperation projects such as green infrastructure and green transportation, and expand cooperation in green technology, green industry and green trade. All parties involved need to further strengthen green energy investment and technological cooperation to boost participating countries' efforts to realize green and low-carbon energy transformation. All parties involved need to further deepen practical cooperation in the field of climate change, promote in-depth alignment between the building of the Green Silk Road and the United Nations (UN) 2030 Agenda for Sustainable Development, and continue to contribute strength to the global climate response.

President of Uzbekistan Shavkat Mirziyoyev, President of Mongolia Khurelsukh Ukhnaa, President of Sri Lanka Ranil Wickremesinghe, Prime Minister of Mozambique Adriano Afonso Maleiane, Prime Minister of Papua New Guinea James Marape, Prime Minister of Thailand Srettha Thavisin, UN Secretary-General António Guterres, President of the New Development Bank Dilma Rousseff, and Special Representative of French President and former Prime Minister of France Jean-Pierre Raffarin delivered remarks subsequently. They spoke highly of the contribution made by Belt and Road cooperation in the past 10 years to realizing green and low-carbon development and sustainable economic growth, and implementing the UN 2030 Agenda for Sustainable Development. They looked forward to more practical cooperation in the fields of green, low-carbon and sustainable development, and pushing for more achievements in the building of the Green Silk Road.

Themed "Joint Building of the Green Silk Road for Harmony between Man and Nature", the Forum was held by the Ministry of Ecology and Environment and the National Development and Reform Commission. More than 400 people from over 40 countries attended the Forum.
